Graph each line as if it contained an equal sign.  These graphs will have SOLID lines because of the less than or equal to conditions.

The test point chosen here was (0,0).  The test point made the first inequality true, so the shading covered the test point.  It made the second inequality false, so the shading did not cover the test point.

The solution is the area where the two shadings overlap.
